Help please!! Who is responsible for monthly refuse charge…and owner or tenant?

It depends on what is stated in the lease agreement. If there is no mention, the landlord would have to pay the charge.
I believe that the tenant should pay for whatever he uses and refuse is generated by the tenant therefore he must pay for it. In order to do so however, it must be stipulated in the lease. |
